The single highest-impact choice is buying refurbished — it avoids new extraction entirely. Where you buy new, look for smelter-level audit data and a repairability score rather than a general ethics statement.

What regulators have actually done
The EU Conflict Minerals Regulation requires importers of 3TG to carry out OECD-aligned due diligence. US Dodd-Frank Section 1502 requires listed companies to file annual conflict-minerals disclosures. Neither currently covers cobalt.
Cobalt is the gap in the rules
The conflict-minerals frameworks cover 3TG, not cobalt, yet cobalt is where the most serious current documentation of child labour sits — roughly 15–30% of DRC cobalt comes from artisanal mining. Brands addressing it publish participation in the Responsible Minerals Initiative's cobalt reporting and name their refiners.
Repairability is an ethics metric
Every year a device stays in service is a year of extraction avoided. Published spare-parts availability, a battery you can replace without adhesive removal, and long OS support windows all reduce mineral demand far more than a sourcing statement does.
