What regulators have actually done
Quats are regulated as biocides in the EU under the Biocidal Products Regulation and as pesticides by the US EPA. Several are restricted in leave-on cosmetics; disinfectant uses require registration.
Disinfecting everything isn't cleaner
For everyday household surfaces, soap and water physically removes microbes as effectively as disinfecting for most purposes. Routine quat use adds a persistent residue, contributes to selection pressure for resistant bacteria, and is the main reason cleaning staff show elevated asthma rates.
Where quats are reasonable
Raw-meat prep surfaces, bathrooms during illness, and shared high-touch points during an outbreak are legitimate uses. Ventilate, use the stated contact time rather than wiping immediately, and don't spray around children or pets.
